The Nuclear New Build (NNB) team are the Programme Management Partner for the Client at Hinkley Point C (HPC).

This dynamic Team provide support to Buildings & Civils:

  • Project Management & delivery of Building and Civil Work on the main construction site:

1. Conventional Island

2. Balance of Plant

3. Nuclear Island

  • Specific work packages include:

1. Earthworks

2. Main Civil Works

3. Marine Works

4. Heat Sink

5. Project management & co-ordination of multi-disciplinary team to deliver scope

Job Purpose/Overview:

The primary purpose of the role of the Cost Engineer is to provide first class support to the Team Lead on the Electrical projects, this will mainly consist in owning the cost management system, support the production of regular analysis & reporting on the cost performance of the Programme/Projects & sharing this analysis with the business as required.


The Hinkley Point C Project is split into 3 phases: Civils, Mechanical Electrical Handling (MEH) & Commissioning. The HPC Project is currently in Civils Phase with requisite scopes of work being managed within three Sub Programmes; Enabling Works; Main Civils Works, and Marine. A Sub Programme’s designated scope of work will be delivered in part by the client’s resources and in part through one or more (interrelated) delivery contracts, into one or more designated Geographic Areas on site. Area Management Teams are responsible for managing the coordinated, timely delivery of integrated work scope into their designated Geographic Area, in accordance with milestones defined through the Integrated Work Schedule (IWS).

Principal Accountabilities:

  • Support the Team Lead in producing regular cost management reporting & analysis

  • Support the Cost Management Lead in presenting cost management data back to the business

  • Support the Team Lead in reviewing & updating processes, procedures & documentation associated with cost management activities

  • Provide advice & guidance to the business on cost management activities

  • Owning & updating of cost forecasts

  • Forecast reviews with the Team, challenging information provided ensuring forecasts are robust & fully auditable

  • Degree/HND qualified or equivalent relevant experience

  • Member of the Association of Cost Engineers

  • APMP (PMQ) or equivalent project management qualification

  • Demonstrable experience delivering cost management & working to cost management methodologies within an engineering environment

  • Sound knowledge & experience of working with commercial & project control IT systems, cost management systems

  • Able to demonstrate a high level of commercial awareness, understands the importance of change & risk management

  • Proficient user of MS Office & Outlook

  • Strong interpersonal skills, with an ability to engage & influence & work effectively with the Client, & other internal and external stakeholders

  • Ability to cope well under pressure & work within tight timeframes

  • Undertake individual working to a high level of attention to detail

  • Good team player, self-motivated & able to work on own initiative

  • BPSS security clearance (must be willing to go through clearance process if no clearance held)


  • Experience working on complex, multi-disciplined construction projects in a regulated environment. Including NEC or FIDIC contracts

  • Ability to cope in a technically complex & fast changing environment - respond calmly & rationally to changing demands though prioritisation with a pragmatic approach
