JOB SCOPE:Responsible for providing direction and leadership to the system technicaldepartment within the Application Platform Operations support center, whilemaintaining system and support center operational integrity.DUTIES AND RESPONSIBILITIES: * Manage all technical operations at the system level to maintain theintegrity of the support center operations and assure quality and consistencyof all processes and functions performed by the support center. * Provide technical support and direction to staff, contractors, andvendors regarding new or existing technologies, operational standards, andstaff development. * Coordinate preparation of the capital and operating budget process andmonitor activity throughout the year to ensure capital and operating expensesare controlled according to the budgeted plan to meet or exceed annual cashflow, including negotiating with contractors and vendors to achieve bidswithin budget. * Monitor current procedures and tests performed in accordance with FCCstandards to insure compliance with Charter standards. * Maintain records as required by Charter, the FCC, and othergovernment agencies. * Perform other duties as requested by supervisor.BASIC/MINIMUM QUALIFICATIONS: * Bachelor's degree in electronic engineering or related field, orequivalent experience * Minimum of Eight (8) years of System engineering experience * At least Five (5) years of Management experienceADDITIONAL QUALIFICATIONS: * Ability to read, write and speak the English language to communicatewith employees, customers, suppliers, in person, on the phone, andby written communications in a clear, straight-forward, and professionalmanner * Expert knowledge of the network and systems engineering systemsconcepts and the system/super-system skills including the business andtechnological environment * Expert knowledge of the systems lifecycle from need identification,requirements through to operation and ultimately disposal * Expert knowledge of choosing the appropriate lifecycle and theplanning, monitoring and control of the systems engineering process * Strong ability to transform an operational need into a description ofsystem parameters and incorporate those parameters in the control of the totalsystem development to achieve an optimum, cost-effective balance of allsystem elementsPREFERRED QUALIFICATIONS: * FCC General Telephone/Telegraph license or equivalent * SCTE Certification or equivalent * CCIE Data Center or equivalent (for data/operational centers) * CCIE Routing and Switching or equivalent (for data/operational centers)WORKING CONDITIONS:Office environmentThe Spectrum brand is powered and innovated by Charter Communications.Charter Communications reaffirms its commitment to providing equalopportunities for employment and advancement to qualified employees andapplicants.
